December 20 めとてラボ・アーカイブプロジェクト「肖像権・デジタルアーカイブについて知ろう」講座を担当

「めとてラボ」は、視覚言語（日本手話）で話すろう者・難聴者・CODA（ろう者の親を持つ聴者）が主体となり、一人ひとりの感覚や言語を起点とした創発の場（ホーム）をつくることを目指すラボラトリーです。
事業の一環として、ろう者の日常を記録するプロジェクト「ホームビデオ鑑賞会」を実施しています。
各メンバーの家庭で記録されたホームビデオやホームムービーを上映しながら、そこに映し出される日常の文化をひもといていくこのプロジェクトは、むさし府中アルキヴィオが、ホームムービーや写真を通して地域文化を言葉で紡いでいく活動と非常によく似ています。
今回、むさし府中アルキヴィオ代表の馬渕が講師として参加したアーカイブプロジェクト「肖像権・デジタルアーカイブについて知ろう」は、全5回にわたるアーカイブ勉強会の第4回として実施された講座です。
権利に関する専門的な知識を持つ立場ではありませんが、デジタルアーカイブ学会による肖像権ガイドラインを紹介したうえで、ホームムービーという極めて個人的な映像を扱う際に、私たちが気をつけていること、心がけていることを共有し、映像公開について共に考える時間となりました。
私たちが日頃から大切にしている、フィルムの持ち主との「丁寧なコミュニケーション」「関係性の持続」「フィルムは個人の大切な資産であるという認識と、その立場の表明」について、具体例を交えてお話ししたところ、ゼミ生の皆さんはとても真剣に耳を傾けてくださいました。
同時に、肖像権について過度に慎重になるあまり活用を避けることが、コミュニティにとってどのような意味を持つのかについても、皆さんと話し合いました。
話し合いを通して、ろうコミュニティにおける人と人とのつながりについて、私は自分の理解の浅さに気づかされました。
ろうコミュニティでは、府中という地域の感覚からは想像できないほど密な関係性が育まれており、たとえ上映会のような小さなイベントであっても、いったん公開されると、そのコミュニティに属する人々には映像に登場する人物が誰であるか分かるほど、互いをよく知っているのだそうです。
そのようなコミュニティにおいて、見知らぬろう者が映っている映像を上映することにリスクを感じるのは、ごく自然なことだと感じました。映像の使用箇所を限定したり、公開範囲を絞ったりする工夫が必要になるのも当然です。しかし、私たちの活動とは異なる制約があったとしても、さまざまなアイデアによって活動を続けていくことは可能ですし、今後のめとてラボのアーカイブプロジェクトに大きな期待を寄せています。
そして2026年度には、コラボレーション企画の実施に向けた話も始まっています。
As part of their initiatives, they run a project called "Home Video Screening," which records and documents the daily lives of Deaf individuals.
In this project, participants screen home videos and family movies recorded in their respective households to explore the everyday culture reflected on screen. This approach closely mirrors the mission of Musashi Fuchu Archivio, where we weave together local culture and stories through home movies and old photographs.

While not legal experts, we introduced the Portrait Rights Guidelines established by the Japan Society for Digital Archive. We also shared our practical considerations and ethics when handling highly personal footage like home movies, creating an open space to reflect together on the public release of personal videos.
We discussed our core values:
Thoughtful and respectful communication with film owners
Building and sustaining long-term relationships
Recognizing and advocating for films as precious personal assets
The participating students listened attentively as we shared concrete examples from our local activities.
At the same time, we engaged in a thoughtful dialogue about the implications for a community when people become overly cautious about portrait rights and avoid utilizing archives altogether.
Through this discussion, I realized the depth of my own misunderstanding regarding interpersonal connections within the Deaf community.
In the Deaf community, people foster close-knit, interconnected relationships that are far richer and more tightly bound than what we might typically experience in a geographically bounded city like Fuchu. Even at small screening events, members of the community can often immediately recognize the individuals appearing in the footage.
In such a close community, it is completely natural to feel cautious or perceive risks when screening footage that features unfamiliar Deaf individuals. Naturally, it becomes essential to restrict where footage is shown or limit its audience. However, even with restrictions that differ from our own, creative ideas can make continued activity possible, and we hold great expectations for Metote Lab's future archive projects.
Looking ahead to 2026, discussions have already begun regarding exciting collaborative projects between us!
